India starts antidumping probe on halobutyl rubber  from China, Singapore & US

India has introduced an antidumping investigation into imports of halo iso butene isoprene rubber (HIIR) – also called as halobutyl rubber – from China, Singapore and the US. The period under probe is from 1 July 2024 to 30 June 2025, while injury investigation is for the duration between April 2021 and June 2025, India’s Directorate General of Trade Remedies (DGTR) stated in a notice on 31 October 2025.

The government was working on a complaint filed by domestic producer Reliance Sibur Elastomers Pvt. Ltd.
(RSEPL), the sole producer of HIIR in the nation. RSEPL is a joint project between Reliance Industries Ltd. (74.9%) and Russia’s Sibur Investments AG (25.1%). RSEPL start operations at its halobutyl rubber plant in February 2021 and announced commercial manufacturing in March 2023.

In December 2024, the DGTR had recommended 5-year antidumping duties (ADDs) of $215/ton to $1,487/ton on halobutyl rubber imports from Japan, Russia, Singapore, the UK and US, but the measure did not take impact in the absence of approval from the Ministry of Finance.

“The applicant has declared that the since ADD was not imposed pursuant to the findings, the domestic industry has resumed to undergo retardation to its establishment,” the DGTR stated. Halobutyl rubbers (chloro or bromo) are primarily used in tubeless airtight layers, heat-resistant inner tubes, heat-resistant hoses & conveyor belts, protective clothing, medicine bottle stoppers, shock pads, and adhesives and sealing materials.
