ADDs on ethylenediamine from China, EU, Saudi Arabia & Taiwan, China

The Ministry of Commerce and Industry has issued a final affirmative anti‑dumping ruling on ethylenediamine (EDA) originating in or imported from Mainland China, the European Union, Saudi Arabia and Taiwan, recommending duties for 5-years. The decision follows a petition filed by Balaji Speciality Chemicals Ltd. and covers imports under HS code 29212100.

Chinese mainland manufacturers face $350-575/ton, with Yangzi Petrochemical‑BASF Co. Ltd. getting the lowest rate of $350/ton, while all other Chinese manufacturers are subject to $575/ton. EU exporters are set at $464-739/tons, Saudi Arabian manufacturers at $230-375/ton, and exporters from Taiwan, China at $301/ton. Notably, Yangzi Petrochemical‑BASF appears in both the China and EU lists due to its joint‑venture structure between Sinopec and BASF.

Anti‑dumping investigation on cyanuric chloride from EU & China

In another development, the Ministry of Commerce and Industry has released an anti‑dumping investigation into cyanuric chloride originating in or imported from China and the EU, following an application filed by Superform Chemistries Ltd. The probe was formally initiated on June 30, 2026.

The investigation covers imports categorized under HS codes 29163990, 29333990, 29336910, 29336990 and 29337100, and the investigation period spans FY26, even as the injury analysis will review data from FY23 to FY26.
