President William Ruto has led African leaders in breaking ground for the Dangote East Africa Petroleum and Petrochemicals Special Economic Zone in Mokowe, Lamu County, in a huge push to position Kenya as a regional industrial and logistics hub.

The venture, released beneath the theme“ Advancing Africa’s Industrialisation,” is equipped to process up to 700,000 barrels of crude oil a day, with the broader petrochemical complex anticipated to attract investment across energy, production, shipping, logistics and associated industries.

The development is anticipated to generate up to 60,000 direct and indirect jobs, with young people from Lamu, surrounding counties and across Kenya anticipated to advantage from training and employment opportunities.

Ruto stated the investment beyond refining crude oil, explaining it as a catalyst for energy security, industrialisation, regional incorporation and greater African control over the value created from the continent’s natural resources.

“Africa does not face resource shortage. We do not lack talent. We do not lack enterprise. We do not lack markets,” President Ruto stated, noting that the continent must develop the capacity to produce, process, finance and trade in ways that form more value for its people.

The President mention that the venture would reinforce Kenya’s role as a regional investment and logistics hub while opening opportunities for jobs, skills development, local businesses and production.

“This is more than a refinery. It is an investment in energy security, industrialisation, and regional incorporation,” he mentioned.

Ruto also used the release to renew the case for African value addition, claiming that the continent can’t persist exporting raw materials only to import finished products.

“Crude oil leaves; refined products return. Cotton leaves; garments return. Cocoa leaves; chocolate returns,” he mention.

The venture is anticipated to strengthen the key role of the Lamu Port–South Sudan–Ethiopia Transport (LAPSSET) Corridor, connecting Kenya’s coast with the nation’s interior and neighbouring markets.

Ruto mention that the infrastructure alone would not deliver the economic transformation visualized for the region without industries and businesses capable of using it.

“But a corridor without commerce is only a road. A port without industry is just a harbour,” he mention. “This investment gives both the road and the port a reason to grow.”

The refinery is anticipated to become an anchor for an evolving industrial ecosystem, generating opportunities for transporters, engineers, contractors, service providers and producers.

Dangote Industries President and Chief Executive Aliko Dangote mention, the investment signaled a new segment in Africa’s industrial development, constructed around cooperation among governments, institutions and private enterprise.

“Africa cannot build lasting prosperity through exporting what it has and importing what it requires,” Dangote stated, pledging to commission the refinery within 40-months.

The facility is anticipated to serve Kenya and the broader Eastern African region while assisting enlargement in shipping, engineering, construction, services, petrochemicals and production.

Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi mention that the investment could assist strengthen regional connectivity, trade and shared prosperity.

“Peace is the foundation of economic development. In trun, connectivity, trade and shared prosperity will support secure lasting peace and balance throughout our region,” stated the Prime Cabinet Secretary.

Mudavadi also called for stronger African ownership of the continent’s industrial transformation.

“We are united by one conviction: Africa must industrialize Africa,” he stated.

The Dangote investment, integrated with Lamu Port and the broader LAPSSET network, is anticipated to reinforce Lamu’s position as a gateway connecting Kenya to regional and continental markets.

The development also aligns with the wider ambitions of Agenda 2063 for an incorporated and industrialised Africa.

Beyond the refinery and petrochemical complex, the investment is anticipated to boost further development in Lamu, together with plans for a new mainland town, strengthened water infrastructure and housing to accommodate employees, families and businesses drawn to the evolving industrial zone.

Lamu’s economic transformation will unfold along one of Kenya’s most distinctive cultural landscapes. Lamu Old Town, a UNESCO World Heritage Site, indicates centuries of Swahili heritage and the county’s historic position in Indian Ocean trade and cultural exchange.

The groundbreaking therefore marks more than the begin of a refinery venture: it places Lamu at the centre of an industrialisation push connecting energy, infrastructure, production and regional trade.
